 Syria Does Not Wait for Money—It Waits for Trust

ليس السؤال متى يأتي المستثمر.

The question is not when investors will come.

السؤال… متى تصبح الدولة هي الدعوة؟

The question is:
When does the state itself become the invitation?

رأس المال لا يحمل حقيبته ليبحث عن الفرص.

Capital does not pack its bags
to chase opportunity.

إنه يبحث عن الطمأنينة.

It searches for confidence.

يبحث عن قاضٍ لا يُشترى.

It seeks a judge who cannot be bought.

وعقدٍ لا يُنقض.

A contract that cannot be broken.

وقانونٍ لا يتغير بتغيّر الأشخاص.

A law that does not change
when people change.

المستثمر لا يخاف الفقر.

Investors do not fear poverty.

ولا يخاف الدمار.

Nor do they fear destruction.

إنما يخاف الغموض.

They fear uncertainty.

فالمدن تُبنى من جديد.

Cities can always be rebuilt.

أما الثقة…

But trust…

فلا تُرمَّم بالإسمنت.

Cannot be rebuilt with concrete.

كل حجرٍ مهدّم يمكن أن يعود.

Every fallen stone
can rise again.

لكن الكلمة التي لا تُحترم…

But a promise not honored…

قد تهدم ألف مشروع.

Can destroy a thousand projects.

سوريا لا تحتاج أن تقنع العالم بأنها جميلة.

Syria does not need
to convince the world she is beautiful.

العالم يعرف ذلك.

The world already knows.

ولا تحتاج أن تثبت أنها مليئة بالفرص.

Nor that she is full of opportunity.

الجميع يعرف ذلك أيضاً.

Everyone already knows that too.

ما يحتاجه العالم…

What the world needs…

أن يرى العدالة تعمل بصمت.

Is to see justice
working quietly.

والمؤسسات تعمل باستمرار.

Institutions
working consistently.

والقانون أقوى من الأشخاص.

The law
stronger than individuals.

حينها…

Then…

لن تسأل الشركات: أين سوريا؟

Companies will no longer ask:
Where is Syria?

بل ستسأل:

They will ask instead:

كيف نسبق الآخرين إليها؟

How do we get there before everyone else?

نهضة الأوطان لا تبدأ بالإعلانات.

Nations do not rise
through announcements.

بل تبدأ حين يصبح القانون أغلى من المصالح،

They rise
when the law
becomes greater than interests,

وتصبح الدولة أكبر من الأفراد،

When the state
becomes greater than individuals,

وتصبح الثقة عملةً لا تفقد قيمتها.

And trust
becomes the only currency
that never loses its value.

عندها… لن تبحث سوريا عن المستثمرين.

Then… Syria will no longer search for investors.

بل سيبحث المستثمرون عن سوريا. Investors will search for Syria.
