"لو أن دابةً تعثرت في العراق، لخشيت أن يسألني الله عنها: لِمَ لمْ تُمَهِّدْ لها الطريق يا عمر.""If even a mule stumbled in Iraq, I would fear that God would ask me: 'Why did you not level the road for it, O Umar?'"

لم تكن تلك الكلمات وصفًا لحاكمٍ عادل فحسب، بل تعريفًا لمعنى الأمانة.Those words were not merely a description of a just ruler, but a definition of what true responsibility means.

في زمن عمر، كان الطريق مسؤولية الدولة، وكان الإنسان أغلى من السلطة.In Umar's time, every road was the state's responsibility, and every human life outweighed political power.

أما سوريا اليوم، فهي لا تعاني من حفرةٍ في طريق، بل من جراح وطنٍ أنهكته سنوات الحرب.Syria today is not struggling with a pothole in a road, but with the deep wounds of a nation exhausted by years of war.

مدنٌ مدمرة، وقرى تنتظر الحياة، وشعبٌ يحاول أن يبدأ من جديد.Destroyed cities, forgotten villages, and a people struggling to begin again.

ليس من العدل أن نحمّل الحاكم مسؤولية كل حادثٍ يقع.It is not just to hold a ruler personally responsible for every tragedy that occurs.

فالحوادث تقع في كل دول العالم، والأقدار لا يملكها أحد.Accidents happen in every nation, and destiny belongs to no human being.

لكن من حق الناس أن يروا قائدهم قريبًا من آلامهم كما هو قريبٌ من إنجازاتهم.Yet people have every right to see their leader close to their pain, just as they see him present at moments of achievement.

فالقيادة تُختبر في ساعات الحزن أكثر مما تُختبر في لحظات الاحتفال.Leadership is tested far more in moments of sorrow than in moments of celebration.

إن التواضع لا يُنقص هيبة الدولة، بل يزيدها احترامًا.Humility never diminishes the dignity of a nation; it strengthens it.

والزهد ليس مظهرًا، بل رسالةٌ تقول إن الحاكم يعيش نبض شعبه.Simplicity is not a performance; it is a message that a leader shares the heartbeat of the people.

وسوريا اليوم تحتاج إلى العدل أكثر من حاجتها إلى الخطب.Syria today needs justice more than speeches.

وتحتاج إلى مؤسساتٍ قوية أكثر من حاجتها إلى الصور.It needs strong institutions more than powerful images.

وتحتاج إلى المحاسبة بقدر حاجتها إلى الإعمار.It needs accountability just as much as it needs reconstruction.

لقد علّمنا عمر أن المسؤولية لا تبدأ عند القصور، بل عند الطريق الذي يسلكه الفقير.Umar taught us that responsibility begins not in palaces, but on the roads traveled by the poor.

لكن التاريخ علّمنا أيضًا أن الأوطان لا يبنيها حاكمٌ وحده.History has also taught us that no nation is rebuilt by one ruler alone.

يبنيها القائد الأمين، والقاضي العادل، والمهندس المخلص، والعامل المجتهد، والمواطن الصادق.They are rebuilt by honest leaders, just judges, dedicated engineers, hardworking laborers, and responsible citizens.

فإذا ضاعت المسؤولية بين الجميع، ضاع الوطن.When responsibility is abandoned by everyone, the nation itself is lost.

وإذا حمل كل واحدٍ نصيبه من الأمانة، بدأ الوطن ينهض من تحت الركام.But when each person carries their share of responsibility, the nation begins to rise from the ruins.

لا نريد أن نجلد أحدًا، ولا أن نقدس أحدًا.We seek neither to condemn anyone nor to place anyone beyond criticism.

بل نريد دولةً يشعر فيها الحاكم أن كل روحٍ أمانة، ويشعر فيها المواطن أن الوطن مسؤوليته أيضًا.We seek a nation where every leader sees each life as a sacred trust, and every citizen knows the homeland is their responsibility as well.

فالعدل هو الطريق الأقصر إلى إعمار الأوطان.Justice remains the shortest road to rebuilding nations.

والرحمة هي اللغة التي يفهمها الشعب قبل كل خطاب.Compassion is the language people understand before any speech.

اللهم احفظ سوريا، وألهم قادتها الحكمة، وأعن شعبها على البناء، واجعل العدل أساس مستقبلها.O God, protect Syria, grant wisdom to its leaders, strengthen its people in rebuilding, and make justice the foundation of its future.
