عندما اختار القانون السلطة

On June 25, 2026,في الخامس والعشرين من حزيران 2026،

the world did not witness an ordinary court decision.

لم يشهد العالم حكماً قضائياً عادياً.

It witnessed a moment that forced every nation to ask itself a difficult question.

بل شهد لحظةً أجبرت كل دولة على أن تسأل نفسها سؤالاً صعباً.

What is the purpose of law?

ما الغاية من القانون؟

Is it merely to protect the authority of governments?

هل وُجد فقط لحماية سلطة الحكومات؟

Or was it created to protect the vulnerable when governments become too powerful?

أم وُجد لحماية الإنسان عندما تصبح السلطة أكبر من الإنسان؟

Thousands of Syrian families watched in silence.

آلاف العائلات السورية تابعت الخبر بصمت.

Not because they did not understand the decision.

ليس لأنها لم تفهم الحكم.

But because they understood it too well.

بل لأنها فهمته أكثر مما ينبغي.

For years they carried America in their hearts as a place where institutions spoke louder than politics.

لسنوات طويلة حملوا صورة أمريكا بوصفها دولةً تتحدث فيها المؤسسات أعلى من السياسة.

A nation where justice could interrupt power.

ودولة تستطيع فيها العدالة أن توقف اندفاع السلطة.

A nation where law was expected to be the final refuge.

وحيث كان القانون الملاذ الأخير.

Then came the ruling.

ثم جاء الحكم.

Not with anger.

لا بغضب.

Not with celebration.

ولا باحتفال.

Only with the cold language that courts often use.

بل باللغة الباردة التي اعتادت المحاكم استعمالها.

A few paragraphs...

بضع صفحات...

Yet those pages carried the weight of thousands of futures.

لكنها حملت على أكتافها مستقبل آلاف البشر.

For politicians,

بالنسبة للسياسيين،

it was another legal victory.

كان انتصاراً قانونياً آخر.

For lawyers,

وبالنسبة للمحامين،

another constitutional debate.

كان نقاشاً دستورياً جديداً.

But for a father holding his child's hand,

أما بالنسبة لأب يمسك يد طفله،

it sounded very different.

فقد بدا الأمر مختلفاً تماماً.

He was not reading legal terminology.

لم يكن يقرأ نصوصاً قانونية.

He was reading uncertainty.

بل كان يقرأ مستقبلاً غامضاً.

History has always been strange.

لقد كان التاريخ غريباً دائماً.

Empires rarely collapse because they become weak.

فالإمبراطوريات لا تسقط غالباً لأنها ضعفت.

They begin to decline the day they forget why their laws were written.

بل تبدأ بالانحدار يوم تنسى لماذا كُتبت قوانينها.

Power can command armies.

السلطة تستطيع أن تحرك الجيوش.

Power can control borders.

وتستطيع أن تغلق الحدود.

Power can sign executive orders.

وتستطيع أن توقّع المراسيم.

But no power has ever defeated history.

لكن لم تنتصر أي سلطة على التاريخ.

History remembers.

فالتاريخ يتذكر.

History always remembers.

والتاريخ لا ينسى.

The greatest civilizations were never judged by the height of their buildings.

أعظم الحضارات لم تُقَس بارتفاع أبنيتها.

Nor by the size of their armies.

ولا بعدد جيوشها.

Nor by the strength of their economy.

ولا بقوة اقتصادها.

They were judged by one question.

بل بسؤال واحد.

How did they treat the weakest among them?

كيف عاملت أضعف الناس فيها؟

Every courtroom is built with stone.

كل محكمة تُبنى بالحجر.

But justice is never built from stone.

أما العدالة فلا تُبنى بالحجر.

It is built from courage.

بل تُبنى بالشجاعة.

The courage to tell power:

شجاعة أن تقول للسلطة:

There is a line you may not cross.

هناك حدٌ لا يجوز لك تجاوزه.

Every nation has borders.

لكل دولة حدود.

Every government has authority.

ولكل حكومة صلاحيات.

But human dignity must remain greater than both.

لكن كرامة الإنسان يجب أن تبقى أكبر منهما معاً.

Because a passport expires.

فجواز السفر ينتهي.

Governments change.

والحكومات تتغير.

Political parties rise and fall.

والأحزاب تصعد وتهبط.

But human dignity was never meant to expire.

أما الكرامة الإنسانية فلم تُخلق لتكون مؤقتة.

Perhaps this ruling will someday become only another archived document.

ربما يصبح هذا الحكم يوماً مجرد وثيقة محفوظة في الأرشيف.

Another citation in legal textbooks.

أو مرجعاً في كتب القانون.

Another paragraph in constitutional history.

أو فقرة في التاريخ الدستوري.

But somewhere,

لكن في مكان ما،

a child will remember the night his parents wondered whether tomorrow would still belong to them.

سيتذكر طفلٌ الليلة التي تساءل فيها والداه إن كان الغد ما زال ينتمي إليهما.

History is not written only by judges.

فالتاريخ لا يكتبه القضاة وحدهم.

It is also written by those who carry the consequences of their decisions.

بل يكتبه أيضاً الذين يحملون نتائج أحكامهم.

The true strength of a nation is never revealed when everything is easy.

القوة الحقيقية للدول لا تظهر عندما يكون كل شيء سهلاً.

It appears when compassion becomes difficult.

بل تظهر عندما يصبح العدل مكلفاً.

When mercy becomes unpopular.

وعندما تصبح الرحمة غير شعبية.

When principle demands sacrifice.

وحين يطلب المبدأ ثمناً.

The final verdict belongs to history.

أما الحكم الأخير،

فسيبقى للتاريخ.

Because history asks only one question.

لأن التاريخ لا يسأل إلا سؤالاً واحداً.

Did the law protect authority...

هل حمى القانون السلطة...

or did it protect humanity?

أم حمى الإنسان؟
