Introduction

Damascus is not merely a city.

دمشق ليست مجرد مدينة.

It is a civilization still breathing.

إنها حضارة ما زالت تتنفس.

A place where thousands of years converse through stone.

ومكان تتحاور فيه آلاف السنين عبر الحجر.

A city older than empires.

مدينة أقدم من الإمبراطوريات.

Older than kingdoms.

وأقدم من الممالك.

Older than most of humanity’s memories.

وأقدم من معظم ذاكرة البشرية.

Yet this ancient capital now struggles with problems that should have been solved generations ago.

ومع ذلك ما زالت هذه العاصمة العريقة تعاني من مشكلات كان يجب حلها منذ أجيال.

As someone born in Eastern Ghouta.

Specifically in Jisreen.

I have heard the same complaint for decades.

There are no buses.

Seven kilometers from the center of Damascus.

Yet transportation remains unreliable.

This is not merely a transportation issue.

Beyond the Divide Between City and Countryside

For decades.

Damascus was treated as the center.

And its surrounding villages as margins.

The result was predictable.

Unequal services.

Unequal opportunities.

Unequal development.

وتنمية غير متكافئة.

The future demands another model.

والمستقبل يحتاج نموذجًا آخر.

A metropolitan Damascus.

دمشق حضرية كبرى.

A regional circle extending fifty kilometers.

ودائرة إقليمية تمتد خمسين كيلومترًا.

A city and countryside planning together.

حيث تخطط المدينة والريف معًا.

Growing together.

وينموان معًا.

Investing together.

ويستثمران معًا.

Prospering together.

ويزدهران معًا.

Transportation as Social Justice

النقل باعتباره عدالة اجتماعية

The first sign of a civilized city.

أول علامة على المدينة المتحضرة.

Is not a tower.

ليست برجًا.

Nor a luxury district.

ولا حيًا فاخرًا.

But mobility.

بل القدرة على الحركة.

The ability of every citizen.

قدرة كل مواطن.

To reach work.

على الوصول إلى عمله.

School.

ومدرسته.

Hospital.

ومشفاه.

And public life.

وحياته العامة.

With dignity.

بكرامة.

We need electric buses.

نحتاج إلى باصات كهربائية.

Integrated transit stations.

ومحطات نقل متكاملة.

Bicycle networks.

وشبكات دراجات.

Pedestrian corridors.

وممرات للمشاة.

And light rail lines.

وخطوط مترو خفيف.

Connecting Damascus to its surrounding towns.

تربط دمشق ببلداتها المحيطة.

Infrastructure Before Monuments

البنية التحتية قبل النصب التذكارية

No city becomes modern through appearances.

لا تصبح المدن حديثة بالمظاهر.

Modernity begins underground.

فالحداثة تبدأ تحت الأرض.

In water networks.

في شبكات المياه.

In sewage systems.

وشبكات الصرف الصحي.

In electricity.

والكهرباء.

In communication systems.

والاتصالات.

In maintenance.

والصيانة.

In resilience.

والمرونة.

A functioning sewer is more important than a symbolic tower.

فشبكة صرف تعمل أهم من برج رمزي.

A reliable electrical grid is more important than decorative lighting.

وشبكة كهرباء مستقرة أهم من إنارة استعراضية.

Housing Rooted in Identity

سكن متجذر في الهوية

Damascus does not need anonymous architecture.

لا تحتاج دمشق إلى عمارة مجهولة الهوية.

It needs architecture that remembers.

بل تحتاج عمارة تتذكر.

Courtyards.

الأفنية.

Shaded arcades.

والأروقة المظللة.

Local stone.

والحجر المحلي.

Natural ventilation.

والتهوية الطبيعية.

Gardens filled with jasmine.

وحدائق الياسمين.

Neighborhoods designed for people.

وأحياء مصممة للإنسان.

Not merely for automobiles.

لا للسيارات فقط.

The Damascene house still teaches us.

فالبيت الدمشقي ما زال يعلمنا.

That climate can create beauty.

أن المناخ يمكن أن يصنع الجمال.

And beauty can create comfort.

وأن الجمال يمكن أن يصنع الراحة.

The Return of Local Markets

عودة الأسواق المحلية

The neighborhood market was once the heart of social life.

كان السوق الشعبي قلب الحياة الاجتماعية.

People met there.

كان الناس يلتقون فيه.

Worked there.

ويعملون فيه.

And exchanged stories there.

ويتبادلون الحكايات فيه.

The future city should revive this tradition.

ويجب أن تعيد مدينة المستقبل إحياء هذا التقليد.

Supporting artisans.

ودعم الحرفيين.

Farmers.

والمزارعين.

Small businesses.

والمشروعات الصغيرة.

Women entrepreneurs.

ورائدات الأعمال.

Young innovators.

والمبتكرين الشباب.

A City That Produces

مدينة تنتج

The future belongs to productive cities.

المستقبل للمدن المنتجة.

Not consuming cities.

لا المدن المستهلكة.

Cities where technology supports agriculture.

مدن تدعم فيها التكنولوجيا الزراعة.

Where universities support industry.

وتدعم الجامعات الصناعة.

Where research creates opportunity.

ويخلق البحث العلمي الفرص.

Where innovation becomes culture.

ويصبح الابتكار ثقافة.

Agriculture and Urban Life

الزراعة والحياة الحضرية

Damascus was once surrounded by paradise.

كانت دمشق محاطة بالفردوس.

The Ghouta was not decoration.

ولم تكن الغوطة زينة.

It was infrastructure.

بل بنية تحتية.

Food security.

وأمنًا غذائيًا.

Climate protection.

وحماية مناخية.

And cultural identity.

وهوية ثقافية.

The future city must restore its green belt.

ويجب أن تستعيد مدينة المستقبل حزامها الأخضر.

Protect its orchards.

وتحمي بساتينها.

And reconnect citizens with the land.

وتعيد صلة الإنسان بالأرض.

Justice Instead of Centralism

العدالة بدل المركزية

The greatest problem is not technical.

أكبر المشكلات ليست تقنية.

It is philosophical.

بل فلسفية.

The belief that the center deserves everything.

الاعتقاد بأن المركز يستحق كل شيء.

And the edges deserve patience.

وأن الأطراف تستحق الانتظار.

This idea must end.

ويجب أن تنتهي هذه الفكرة.

The child in Jisreen.

فالطفل في جسرين.

The student in Harasta.

والطالب في حرستا.

The farmer in Douma.

والمزارع في دوما.

Must feel equal.

يجب أن يشعروا بالمساواة.

To the resident of Mezzeh.

مع ساكن المزة.

And the resident of Al-Maliki.

وساكن المالكي.

Equal in service.

متساوين في الخدمة.

Equal in opportunity.

ومتساوين في الفرصة.

Equal in dignity.

ومتساوين في الكرامة.

Conclusion

الخاتمة

Damascus does not need more skyscrapers.

دمشق لا تحتاج إلى ناطحات سحاب أكثر.

It needs equal dignity.

بل إلى كرامة متساوية.

It does not lack history.

ولا ينقصها التاريخ.

It lacks a functioning present.

بل ينقصها حاضر يعمل.

It does not lack beauty.

ولا ينقصها الجمال.

It lacks the governance of beauty.

بل تنقصها إدارة الجمال.

The goal is not to become Dubai.

والهدف ليس أن نصبح دبي.

Nor Paris.

ولا باريس.

Nor Singapore.

ولا سنغافورة.

The goal is to become Damascus again.

بل أن نصبح دمشق من جديد.

A city rooted in memory.

مدينة متجذرة في الذاكرة.

Confident in its identity.

وواثقة من هويتها.

Open to innovation.

ومنفتحة على الابتكار.

Fair to all its people.

وعادلة مع جميع أبنائها.

A Damascus that honors the past.

دمشق تكرم الماضي.

Serves the present.

وتخدم الحاضر.

And prepares the future.

وتهيئ المستقبل.

A Damascus that carries us.

دمشق تحملنا.

From what was.

من ما كان.

Toward what can be.

إلى ما يمكن أن يكون.
